The problem was the "Valence" extension, a "Firefox add-on that is installed by default with Firefox Developer Edition" I have no idea why it's installed on my system.
So this "Valence" extension installed in FF (?) was affecting SeaMonkey?
(BTW, never realized SeaMonkey had that "screenshot" tool. Otherwise, there are a number of third party, general purpose screenshot tools out there that can capture "scrolling" web pages. FastStone is one.) Fire 750, bring back 250.

I will note that FF "webextensions" can be "installed" into SeaMonkey (2.53), you can probably even open their "Options" page (something like: moz-extension://66049df9-0563-4b30-8e32-492919e8cc90/ui/options.html) - though they (obviously) will not work.
Fire 750, bring back 250.
