Last version SeaMonkey had a setting to start message - before OR after - the original message,
I spent 1/2 hr going through Preferences and do NOT find being able to select this.

Mail & Newsgroups Account Settings / 'Main account' / Composition & Addressing / Automatically quote original message when replying, then: [3 choices]
