That sounds extremely hopeful.
The mail program was never operable from NoSquint -- always requiring an initial change on start-up.
I use a smaller value of 120% for the mail program anyway, because I use other display enlargements there.
The minimum percent setting always made type crowded on the page, in my experience, on webpages.
What I liked about NoSquint was the enlargement of ALL elements of most webpages to keep spacing and proportionality.

SeaMonkey 2.3 beta 2 is now available for download and has the zoom.minPercent fix, in case you want to give it a try ahead of the official release.
