Suddenly, in the data-manager not shown any passwords. Until recently he showed, and suddenly everything was gone. And to expose the passwords do not stop - somewhere they pull.
Carry current profile, profile set from backup - shows. Returned current - again nothing seems. I would have enjoyed backup, but here's the problem - it is old.
New passwords are stored, but not displayed.

And you've been running SeaMonkey 2.39/2.40 for some time now?
And during that time, until now, passwords have displayed.
(There was a bug, some time back, so many versions ago, where passwords "disappeared". So if you have been keeping current, you wouldn't be running into that particular bug - now. If you were using a quite old version of SeaMonkey & just updated, then it's possible you're hitting it.)

It happened at version 2.39. Upgrade to 2.40 did not help.
And I always using last version. So I used 2.39 long time enough before it happens.
I can not pinpoint the time when it happened, otherwise I would have been digging in the direction depending on the installed add-ons, updates of MS Win or phases of the moon ...
Password Exporter working properly and I see all passwords in export file. But it is inconvenient.

This is a known problem in 2.39 and 2.40. Will, due to needed l10n changes, unfortunately not be fixed until 2.45.
You can try to old password manager:
chrome://passwordmgr/content/passwordManager.xul

The do it yourself fix in bug 1188348 comment 92 can be applied. Not at the latest level but should take care of most problems.

So how come it is working for me on windows 10 and seamonkey 2.40?
I click on the tools, password manager, and then select "passwords only" and then click show passwords, and there they are.

There are likely some unusal permissions left in the internal database from the 2.38 migration. Data Manager chokes on them and you won't see any passwords or other permissions then.

That's the strange thing: a long time in the old version everything worked, and just before the upgrade to the latest was broken.
Only passwords I can't see. Permissions still visible.
Replacements in omni.jar did not help

If you are adventurous I can upload a fixed 2.43 win x86 and send you the link for testing. I am quite sure it's fixed but if there is an additonal bug I would like to have it out before 2.45 hits release.
