if the AMD 3000+ processor is from the "Barton" or K7 series, then yes it's time to replace it (and also replacing the motherboard that uses those old CPUs). If the 3000+ CPU is of the AMD64 or K8 variety [aka. any APPs [like SM 2.46] created from VS2015 (visual studio 2015) or greater will require any AMD/Intel CPU with at least SSE2 support. otherwise those apps will crash or not function on CPUs w/out SSE2.
