Does the same thing occur if you launch the application in Mozilla Safe Mode? http://kb.mozillazine.org/Safe_mode

As a side note check if this load time of the Data Manager improves if you rename or delete the file webappsstore.sqlite in your profile. Others with similar old profiles have reported that this fixes it.
If someone has problems with load times on specific sites it would help to actually know which sites In any case its unlikely that it is a SeaMonkey only problem and should also affect Firefox. If it doesn't AV or other software interfering is very likely.

It looks like NoScript was one of the problems with Seamonkey 2.46. Latest update has improved the speed - a lot!
