"Â Â Â Â" garbage in emails

I've been meaning to ask this for long time and over several versions of SeaMonkey.

On the first opening of an email, garbage "Â Â Â Â" mixed in with the text is displayed as shown here...

[EXAMPLE]
Texas a top 20 destination for retiree homebuyers Â
A surge in retirees is expected to transform the housing market. Guess it's a good thing Houston is such an appealing retirement destination. Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Â Read More >

The "Â Â Â Â" garbage fills the areas intended to be blanks.

Closing the viewing of the email and reopening it clears the "Â Â Â Â" garbage as follows...

Is there some way to make this problem cease and desist?

Looks like SM is opening a UTF-8 encoded email as ISO-8859-1.
This is for Thunderbird, but it looks like it might help:
