That is the bookmarks dialog, right click on an empty space on that other toolbar you have showing or right click anywhere to the left of your bookmarks, like the separator or Home button even.

Good, so you've finally figured out that both sexes use the Internet and will not be using the term 'he' when making a general reference to 'An experienced user' in future here, will you?

I forgot about this, pretty annoying. It would be nice if this same menu also included the toolbar options at the top or bottom.

One way to show the menu bar if it's hidden (on Windows) is to press Alt, just like in Internet Explorer.
