A site that has always worked before:

Won't display the Captcha.

No one is going to be able to check that site and confirm your issue unless they have an account there. Why do you assume that an upgrade is required? Have you tried spoofing the user agent string?

A dialog box appeared that said I needed an upgrade.
Interestingly, MS-Edge didn't summon the Captcha to begin with.
I realize that it's a bit generic, but that would make it worthwhile since many sites employ Captcha technology.
Not sure how to spoof a user agent string, though I remember the terminology.
Years ago (but not quite Netscape 2.0 ago) there was an add-on or toolkit with an option to spoof the user agent.
That whole drop-down menu disappeared many iterations ago.
I've gotten complacent of late, with iPhone problems absorbing my limited attention.
I'll hunt around on the forum to see what I can find.

Maybe you can try Prefbar 7.1.1 to spoof your user agent

On topic -- says to upgrade browser.
BTW the suggested prefbar download site says it's no longer compatible with Seamonkey

The difficulty with us visiting that site to try to help is that we can't continue without an account number and valid ZIP code.

I get the notification on the first click.
Lower left corner clearly says browser upgrade required.

1) Update to latest SeaMonkey (automatic update works now)
2) check if ADB+, uOrigin or other ad-blocker is not blocking captcha
3) change general User Agent (it will solve many problems with "outdated browser"):
