Full Seamonkey Deinstallation
How does one do a full SeaMonkey deinstallation under Win 10-Pro?

Do you wish to remove all data from the current installation of the program, or just the program itself?

Thanks for the response. I want to remove all the SeaMonkey data as originally installed so I can start over with a new 'clean' installation.

To remove the program itself, delete the "C:\Program Files\SeaMonkey\" (or it might be "C:\Program Files (x86)\SeaMonkey\" directory.
To remove the data, delete the C:\Users\WINUSERID\AppData\Roaming\Mozilla\SeaMonkey directory.
To remove the data, delete the C:\Users\WINUSERID\AppData\Roaming\Mozilla\SeaMonkey directory.

There is an uninstall option in Windows Control Panel or Settings/Apps, right? Does uninstall only do a delete?

I believe that the uninstall from Control Panel would only remove the program and might not touch data (messages, bookmarks, passwords, etc.). But then I haven't uninstalled SeaMonkey (or Firefox or Thunderbird) in several years so I can't swear to what would be deleted using the Uninstall).

Well, my point is, that to delete a program, *uninstall* it. Then Windows knows it is gone. If you just delete the program folder, Windows is in a bad state.
And, uninstalling does not remove your profile.

The easiest way, from my experience, is to use an uninstaller program. My favorite is Revouninstaller, either as a portable app or a regular installed piece of software.
