Is Adblock(plus) useable like the firefox application?
Can you block an element?
I have installed it and it indicates successful
Where does it go?
It does not appear in the Customize toolbar panel but shows in the addon manager from the menu.

Sounds like you installed a web-extension version (i.e. a post Firefox 57 version)..which often will install in SeaMonkey but, er, not actually work.

However, that is moot, as Adblock is not recommended for SM (see Release Notes). What you need is uBlock Origin and the right version of it for SeaMonkey, which is here - https://github.com/gorhill/uBlock-for-firefox-legacy
