If you right-mouse -> Properties on an image, the "Element Properties" window always reports "Size of File" as "Unknown (not cached)". How can the image be rendered if it were not cached? I thought all assets in a web page had to be cached before the browser could render the assets. Even if you open the image directly (View Image) it will not show the size.
Why can't SM report the image size?

The fetch happens async. Usually when you click again it is updated. This is basically the same code Firefox 60 or later used. But we might have a glitch here. I know that IanN and I fixed some stuff for it which was wrong in Firefox.

When you "Enable Memory Cache" in Preferences -> Advanced -> Cache the image size will be shown in properties

Testing on a clean additional new testing profile would have told you that and indeed told you that your original problem lay in your profile and not with SeaMonkey, as you seemed to be assuming here.
