what is developer toolbar supposed to do?

The one in tools-web development or shift-F2. It does nothing in my Seamonkey.

Press F12 instead or use the Toggle Tools (Ctrl Shft i) which is the same toolbar.

For non-web dev people, its most useful option is for taking a screenshot - fourth button from the right. - seen AFTER setting devtools.command-button-screenshot.enabled in about:config to true first.

It doesn't do nothing. It causes a stack overflow. Anyway, if it's supposed to be the same thing as in FF then you aren't missing anything.

I enabled it, did F12, found the small camera and got a full page screenshot that exceeded what I could see without scrolling.
