In SeaMonkey 2.53.14 it does not, at least not with the bz2 archives made for Linux x64 on the seamonkey website.

Actually it appears I spoke too soon, I think the entire Website navigation bar is broken. For example going to https://www.seamonkey-project.org/ should light up the 'Subscribe' button with some options, however in Seamonkey 2.53.14 it does not.therube wrote:Confirmed.
Create a html file as shown
Open (load, File | Open) said html file
View -> Show/Hide -> Website navigation -> Always
On the Website navigation bar, there is a More "directory".
In 2.53.13, More can be expanded.
In 2.53.14, More is grayed out.
(Now, what any of this does, I've got not clue .)
