Set Firefox Homepage in GPO but not worked for AD users

First, I downloaded the firefox package from the web.

firefox_login.vbs
firefox_logout.vbs
firefox_shutdown.vbs
firefox_startup.vbs
firefoxdefault.adm
firefoxlock.adm


1. I creates a Temp folder to store all this script.
2. Go to Group Policy Management, created a new policy rule and click on edit.
3. Computer configuration -> Policies -> Windows Settings -> Scripts -> Startup ( Add firefox_startup.vbs)
4. Computer configuration -> Policies-> Windows Settings -> Scripts -> Shutdown ( Add firefox_shutdown.vbs)
5. User configuration -> Policies -> Windows Settings -> Scripts -> Logon ( Add firefox_login.vbs)
6. User configuration -> Policies -> Windows Settings -> Scripts -> Logoff ( Add firefox_logout.vbs)
7. User configuration -> Policies -> Administrative Templates -> Right click to add template ( add firefoxdefault.adm & firefoxlock.adm )
8. go to User configuration -> Policies -> Administrative Templates -> Classic Administrative Template -> Mozilla Firefox Default Settings -> General Settings -> set my Homepage URL.
9. after that click on apply and ok.
7. move my policy to the correct OU
8. cmd -> gpupdate /force

But at the user side, when they open mozilla firefox browser, the homepage are not the URL that I set in group policy (user re-login their windows account)

Please help me on this issue.
