I have Waterfox as well, but the bookmarks toolbar is already below the location bar. So it's either due to an extension you've installed, or possibly a CTR option you've enabled, or even the theme you're using.
Maybe try changing the theme to start with. Here's the link to the old style which I find easier to use: https://addons.mozilla.org/en-US/firefox/themes/solid
