I could using Lightning 4.7 in Thunderbird 45.1.1 with a calendar on my computer.
Create the event, select Repeat, select Custom..., select Monthly, select Every > 1 Month(s), click the top radio button and select The First from the drop down menu, and Monday from the next drop down menu, click OK, click Save and Close.
I don't have network calendars.
