When I try to enlarge the text on my Android phone (Droid Razr smartphone Android 4.0), I can select the text in the menu to the right sized text on a webpage, but it won't actually make the text bigger. I have tried on ESPN, Twitter and Facebook. Any one have any ideas how to make the text actually enlarge? My vision isnt the greatest and on the desktop I use an equivalent such as No Squint.

The text size setting in the configuration menu only affects font inflation for desktop pages.
You could try setting the "font.minimum-size.x-western" setting in about:config, but increase the value carefully (start with setting it to 5 or maybe 10), as this will affect font sizes everywhere and break page layouts if you set the value too high - including about:config itself.
