I suggest not to connect to google servers every time forecast is updated as you mentioned by "S3.Google Translator", instead make local translation would be much better. Strings describing forecast generally do not change.

No. English strings can be fetched by some clever scripts. I can translate them to my language and hopefully users from other countries could also help with translation.
But, if you decide to use that google translator please add an option disabling it.

Thank you very much for bringing this back. Could you tell me if there is a way to add it to the Addon Bar? Nothing I try will work.

The refresh interval is consistently fifteen seconds unless Firefox is badly bogged down such as when it runs out of memory or has too many hooks to Flash.
