certificate dialog cut in half on slow connection only

Similar to bug #173679 but with some twists. When I load https://mail2web.com/ to read my email in Phoenix, it pops up a security dialog each Phoenix session (restart the browser between attempts to reproduce the problem) warning me about an SSL nit. But, much of the time Phoenix cuts off the bottom half of the dialog, including the bit with the buttons on it. (Just hit <ENTER> to submit the unseen Ok button.)

THE TWIST: This is at home when I am on slow dialup. But when I am at work on a T1, or at home on 256k DSL, the problem doens't happen. Apparently, there is some kind of timing issue (?) that only cuts off the bottom half of the dialog when the connection is slow.
