Email character encoding problem

Hi all,

After updating to 2.16 I've found an email problem with Cyrillic character encoding.
My default encoding for new mail composing is Windows-1251. When I postpone it to sent it later and review the e-mail in Local Folder -> Outbox, there is problem with characters (All my mail folders are with the same default encoding Windows-1251).
I have multiple accounts in SeaMonkey mail, so the same problem exists while I send an e-mail from one account to another.

The problem exists after editing any message using "Message -> Edit As New" with encoding windows-1251.

Fire 750, bring back 250.

The same problem with Polish letters in messages encoded Windows-1250. I hope it'll be fixed in next release...
