Scroll bar momentarily disappears after scroll

Okay this just recently started for me, and it's one of the most annoying things ever.

Whenever I scroll any length, be it via the mouse, scrollwheel, or up/down keys, the scrollbar on the right side will momentarily fade out and then fade back in. The whole process takes less than a second, but it happens EVERY time I scroll.

Wild guess, turn off Hardware Acceleration.

Edit -> Preferences -> Appearance -> Content
[ ] Use hardware acceleration when available

Nope, and here's something funny, the scrollbar does the same thing in the Preferences window as well

Anyhow, does it happen if you restart in Safe Mode?

The categories list at the left side of the window. Also in Browser | Helper Applications.
