Is it a bug that causes pages to not open in full size?
Sometimes I can resize it to full, then open it again later, and it is again a reduced size window.
The reduced size windows are about 98% of full size, just small enough to let the cursor slide off the right side and not work the slider without VERY careful placement.

This post is an inquiry if the problem is a bug. That is to say, "Is this an intended result of the code as written. or not?"
The other post is an assumption that some setting or adjustment in the existing software could fix it, along with a request for education as to a solution.
Quite different approaches to the situation. Solving the problem through either approach makes it go away, but each post is unique and appropriate to it's respective forum.
