Everything in that section turn "on"? It could be some problem... because 1st and "sub-2nd" exclude each other...
I forgot to write previously that I've got notification turned on (without "sub-2nd") and under Win7 sometimes it works. Sometime it doesn't...

but in such situation there is no pop-up mini-window nor systray icon.mail.biff.alert.show_preview
mail.biff.alert.show_sender
mail.biff.alert.show_subject
mail.biff.on_new_window
mail.biff.show_new_alert
are set to FALSE because I'd prefer old style of notification.
Like I wrote in previous post it works under WinXP (the same profile)...
