I found an existing bug and changed the summary slightly:
Bug 513691 - Improve redesigned download progress window (and bring back proper buttons)
On second thoughts there's too much noise and angst in that bug. Perhaps a new bug should be opened to fix the problem

Thanks, I guess if Downloads stuff is going to have to be overhauled, now is the time to go ahead and fix this!
Tip of the day: If it has "toolbar" in the name, it's crap.
