in the release notes I read that the upgrade function isn't working.
Why this happens?

The old infrastructure was dismantled and we are not allowed to use the new one. So we are (slowly) building up our own. While the next release is now in the planning stage this will probable still not be fixed for 2.49.5. And even if it is fixed it will probably only work starting with the release where it is fixed because the old urls for location the updates then no longer work.

Well they are concentrating spending the money from google on advocacy and Firefox only (minus a few millions for the board to help them endure the stress). Everything else is just a distraction
As a community project SeaMonkey isn't doing well anyway so we will see.
