I think this has to do with reusing Thunderbird code, but SeaMonkey Composer adds the moz-do-not-send="true" tag to every image. This is kind of annoying since I have to go back and find/replace it with Notepad++.
Is this a bug or something intentionally added to SeaMonkey?

It was intentionally added to the shared mailnews code around ESR52 2.49.x if I am not mistaken. Composer uses the same code so got it too as fallout.
Not sure if there is a bug. If you create one add blocking Bug 1688498 to it. Won't promise a fast fix but it will at least not be forgotten this way.
