"Raise or lower windows"

Question: Under the Preferences for Java-script, there is a list of five actions which we may allow or disallow. One of those choices is "raise or lower windows".

What does that mean?

it means raise or lower them in the Z order, i.e the order windows are layered on your screen, basically it stops windows jumping to the front or to the back

It stops pop-unders/pop-ups from taking over your screen and ignoring your "load in background" preferences.
