Phoenix appears to use the default "mini-icon" (or it is assigned the default one, because it hasn't requested one be assigned). Is this correct behavior? Can one assign a more "phoenix" oriented one? How would one do this? Will this be fixed/corrected in a paticular version/nightly?
Any insight would be appreciated.

you need to add some directories and file(s) to phoenix directory
i.e.
c:\program files\<phoenix>\chrome\icons\default
in here you need an icon which will be main-window.[icon ext] or main-window16.[icon ext]

Thanks for the reply -- and sorry the full subject line got cut off on the initial posting, but I was hoping for a similar mechanism for gnome/linux. Any additional thoughts?

Add two icons (32x32 and 16x16 pixels, I think) in XPM format to
<tt><phoenix>/chrome/icons/default/</tt>
named <tt>main-window.xpm</tt> (32x32) and <tt>main-window16.xpm</tt> (16x16). That worked for me. A program such as kiconedit or gnome-iconedit can be used to convert ICOs to XPMs.
