I believe this is where Moz/Phoenix stores information for the "XUL Fast Load" feature which makes the startup faster. I guess you can think of it like some sort of "precompiled XUL" in a way that the browser only has to re-read a XUL file/archive if its time stamp has changed. It increases in size the more UI elements you use (for example the first time you call the Cookie Manager).

thanks laszlo. it makes sense because when i run mozilla mail from a new profile the file (in my mozilla profile) doubles in size and mail loads quicker than it did the first time

Just a related note about the xul.mfl file...

If you find Phoenix/Mozilla crashing when you invoke a particular function (one that would make a new window/dialog appear), try deleting the xul.mfl file, it could be corrupted.
