Mozilla is open source, and phoenix derives from mozilla.
The german version of mozilla is made in Austria,
have a look at http://mozilla.kairo.at/
Language files are xpi-files, they are installed by downloading them.
After installation you must close and reopen mozilla,
then you can select your language in the preferences.
After selecting the language, you must close and reopen mozilla once more, to get that language on the screen.

If you want to, you can run mozilla and phoenix side by side, they don´t interfere. You can compare the original mozilla text to its translation,
Robert Kaiser has delivered a good piece of work, as opposed to Netscapes translation of their release candidate.
