It depends. A quick test shows that Internet Explorer does not send a referer when you right-click, save-target-as. So the Phoenix behavior mimics that of IE, but as we all know, that's not necessarily the right behavior.
Check out bug 120721, which is a duplicate of 48902. That bug was fixed but apparently they overlooked the "Save Link As" feature.

I checked up on this, and it wasn't handled with the other Referrer bugs.

Filed a new bug on it. It's really only a problem on badly configured servers, (incorrect MIME types, but referrer checking) but it could be a pain. Seems like sending the referrer is the right thing to do.
