And 'toolkit.legacyUserProfileCustomizations.stylesheets' is set to true or false ?

I'm not seeing where that Pref has any affect on this issue.

Can you duplicate the issue on your end by toggling that Pref?
Fire 750, bring back 250.

'toolkit.legacyUserProfileCustomizations.stylesheets was set to true on this system, toggle to false
Doesn't matter what you say, it's wrong for a toaster to walk around the house and talk to you

So that is a new Pref, it seems, starting with FF 68.
And Windows seems unaffected by its' value.

So guess only Linux/Mac are affected by it, in this instance?

@G, any idea how/why it had been set to 'true' on your end?

Best Guess is a conflict with another item:in previous 68 version - 'toolkit.UserProfileCustomizations.stylesheets.
Update to 68.0.1 appears to have fixed the issue as it is set back to true againwith the other toolkit item disappeared
It appears to relate to some remote items, during experimentation (breaking Firefox), modified some remote items and returned to non-working, reset the remotes allowed full function.
Don't know if this helps anyone but there were changes in Layout.css.*.* maybe of interest to theme writers.
Comparison between 67 and 68 :
layout.css.prefixes.gradients;true missing
layout.css.scroll-snap-v1.enabled;false opposite in 68
layout.css.scroll-snap.enabled;true opposite in 68
layout.css.shared-memory-ua-sheets.enabled; false added in 68
