Why do I constantly have to hit CTRL-F5 at some image sites?

I can already say that the timeout change did not help.

New ways to reproduce this:
* Put the weather map onto your personalized Google Homepage and download that at dial-up speeds. It is worse if more pages are also loading. This map actually loads redundant images and is a very good bandwidth hog.
* When downloading the weather.org page I mentioned above today, I had restarted FF. TabMix+ restored that and a bunch of other pages. That was good -- until the bug happened to the page itself.

Correction, it was not weather.org. It was the combination of weather.gov and noaa.gov.
