how to move or flip the menu bar?

how to move or flip the menu bar?

i hope i'm posting this question in the right area :P

i've searched a couple hours now and cant find any relevant info about this anywhere.
basically i would like to either:

move the menu options (file, edit, history, bookmarks etc) down to the navigation bar

or flip the navigation bar with the menu bar, so the navigation is above the menu.

when i left click and 'customize' i'm able to move all the things from the navigation bar to the menu bar, but not the other way around.

i've also created a mockup to better illustrate what i'm trying to accomplish http://img383.imageshack.us/img383/5290/96428348vm7.jpg


i'm not sure if this is even possible to do but hopefully someone more knowledgeable will be able to tell me

The DragNDrop Toolbars extension allows you to do this. Note that toolbars must be locked to be able to drag and drop individual items.
