Outside links as tabs instead of new windows?

Whenever clicking on an outside link Pheonix loads an entirely new window instead of a new tab, having the option to load a new tab instead of a new window would be wonderful, is there a current or planned fix for this?

on the first page of this forum there's another thread about this already, and previous to that there have been threads on this as well.
