Mozilla will not fix the stupid bug.

The only way to workaround,
browser.newtabpage.activity-stream.feeds.topsites = false in about:config.

I think this is a small issue really. If you are on a high CPU/memory page, and do what the bug tracker states (close FF, and reopen, and open a new tab) the thumbnail needs to be in the selection of top site thumbnails (which really only happens if you keep visiting the site a lot). Yes it will still shoot your CPU/memory up, but how long does one keep the new tab page open? When I click for a new tab I usually do so to visit a site, not to just open a new tab for the sake of opening it. Click new tab, and go to site. The new tab thumbnails show for maybe five seconds. Plus you can always just delete/remove the problem thumbnail.

Closing new tab nothing help. Probably, Thumbnail processing is continuing in the background.
I have no way to know which thumbnail causes the bug.
