I use Firefox 52.0.2 64-bit en-US on Windows 7 64-bit en-US.
I've changed the date format to yyyy-mm-dd and the time format to 24-hour clock on Windows.
In Firefox's Library (Bookmark and History manager) I see USA date format and 12-hour clock.
I remember that Firefox used to respect Windows Date and Time format. Is it a bug?
I prefer yyyy-mm-dd date format and 24-hour clock on my Firefox.

Re: Firefox ignores Windows Time and Date format
Yes, it's Bug 1343768 - Library's Added tab doesn't use the operating system's date and time format.
