This is a new thing in Firefox v53.
When I enter a term into the 'find in page' box and the term is found in the page, the arrows are clickable. If not, the arrows are not clickable. This is normal in my experience.
The new thing is this: If the term is not found in the page, and I go to a new page, say the next page in a forum thread, the arrows don't return to being clickable. Even if the term is in the page. The only way to have it search for the term on this new page is to click in the 'find in page' search box and hit the 'enter' key. It then finds the first instance of the term and the arrows are clickable again.
