bookmarks IN the Other Bookmarks folder keep being reinstate

I figured this MUST have been posted before but I can't find anything apart from heaps of duplicate issues about wanting to delete the Other Bookmarks folder - which I don't want to do.

I don't use the Other Bookmarks folder, but it seems it's a pain to try to delete it, so it remains.
I do want to delete all the bookmarks IN the Other Bookmarks folder.

I've tried deleting them and moving them but they just reappear - more and more of them.
How the hell do I empty it?
It must be something you do with sync.

Looks like bookmarks default to saving in Other.
Dragged the bookmark from Other to Bookmarks Menu, & there it is.

At any particular point that it's supposed to revert back to Other?

If you disable sync... ?
