Firefox 69.0.2 turns on parental controls without reason

I am using opendns as the dns server, set in the windows network adapter settings. This is on Windows 10, no parental controls are turned on. In 69.0.1 all was fine. With 69.0.2, opendns shows its blocked page for sites that parental control would block.

firefox now respects parental control the proper way, so you need to take choices on that instead firefox.

The reason I posted about it is that parental controls are off in Windows 10 settings but 69.0.2 is turning it on (in Firefox).

network.dns.skipTRR-when-parental-control-enabled (default: true)
?

where do you see that parental control is (still) enabled in firefox?
it could be enabled but not to be used.

cannot help out further because i dont use this feature, and not possible due local account only
