That url works for me
What sort of man would put a known criminal in charge of a major branch of government? Apart from, say, the average voter.

Secure Connection Failed
Ditto - in SeaMonkey, but FF (95) works.

“MOZILLA PKIX ERROR OCSP RESPONSE FOR CERT MISSING” Error Code on Microsoft Websites in Firefox

See if the "ocsp_stapling" workaround makes a difference for you?
I'm not so sure that I would leave it disabled - not really understanding what it's for...?

I'm guessing this has to do with some zero-day? MS making changes to account for it?

Maybe on your end, an extension or antivirus is interfering?
Restart FF in Safe Mode & see if that makes a difference?
Test, in a new clean Profile & see if that makes a difference?

PS: What does Excel have to do with it?
Maybe change your Subject: line ;-).
