Bad REFERER header makes NSA link to innocent theme author.

I can't find this in Bugzilla. If anyone knows that it's already filed, let me know before I file a dupe.

1) Install the GrayModern theme available at http://www.finalstar.com/grayfox/graymodern0.4.jar
2) Go to a page, say, http://www.nsa.gov/.
3) Open Options|Themes. Highlight GrayModern.
4) Click the "Bernie Zimmermann" link above the preview image. A new window will open and load www.bernzilla.com.

The left-side menu on www.bernzilla.com has a section called Recent Referals. The page you loaded in step 2 will be the number one entry in the list, causing a poor theme author to believe that the NSA is linking to his blog.
