Does prefetching speed up browsing? I've tried SeaMonkey, with and without it, and I can't see any difference.

I assume he's referring to prefetching within Seamonkey. Option is on the preferences page under advanced/cache/Prefetch web pages when idle.
I've got no idea if it helps. I leave it on because it's the default.

AFAIK, the prefetch option allows web sites to use prefetching, in other words the web site you are visiting has to specify what to prefetch otherwise the option doesn't do anything: https://developer.mozilla.org/en/Link_prefetching_FAQ

Well, since I posted this question, I have turned off prefetch, and to be honest, I haven't noticed any difference at all in my computers performance.

This is to be expected in my opinion as it turns out prefetch is currently only supported by gecko browsers - and rarely used on real sites.
