In case you were wondering: There is also a 24.7.0 candidate build:

Thus, I'd expect 31.0/24.7.0 and 31.1.0/24.8.0 before users on the 24.x branch are upgraded to 31.x (despite the releases not "officially" being ESR branded). That's certainly good for organizations and users who are suspicious of dot-zero releases.

So, for any windows user who applied today's update, the only fix will be downloading a fresh copy of TB.
