This is on my Toshiba laptop running Windows 10 Pro X64. I just updated my Lenovo desktop running Windows 10 Pro X64 to the 2.38 build yesterday with no problem.
Some checking shows identical problem was supposedly fixed in Firefox in 2011 https://support.mozilla.org/en-US/questions/815130?page=2

Just tried it with all Add-ons disabled, same problem.

Was able to upgrade to 2.38 by downloading from http://www.seamonkey-project.org/ then installing.
