PaleMoon is based on a now rather crusty version of Firefox from two years ago. It's apparently maintained with security patches and some new features. However, since Firefox has a whole new UI and a new customization scheme, extensions designed for new versions of Firefox should not be expected to work with PM. Also as of PM 26.0 it is using a new layout rendering engine Goanna instead of Gecko.

Which is as far as I can tell just a fork of Gecko 24 with new features shoe-horned into it.
