Version: 52.1.0 32bits. Actually this problem has been existing for a long time.
I can not see individual email acounts in "Receive Messages" menu button. There is only one option under the button "Recieve All Messages". There were many mail accounts menus there before. And more, I can not select any local folders in message filters. The box is greyed out. I checked the devleper console and can see many such errors:

Does the same thing occur if you launch the application in Mozilla Safe Mode? http://kb.mozillazine.org/Safe_mode

Yes, I tried safe-mode and it's the same.

Clear the browser cache and the Windows Temp directory.
Shutdown any anti-virus software you are running.
Download a new copy of the full installer from http://www.mozillamessaging.com/en-US/thunderbird/
Delete the directory C:\Program Files\Mozilla Thunderbird
Run the installer.
Restart the anti-virus program.
Note that your saved messages, address books, settings, passwords, etc (if any) are stored in a different directory from the program files and will not be removed by deleting the directory identified above.

I tried above steps and it didn't help. I believe it is related to my data directory. I created a new data directory and it works fine.

I'd assume there is nothing wrong with your old "local directory" other than something caused Thunderbird to switch to a new local directory. Whichever one you keep, you need to merge messages from several folders such as the inbox and sent folder with the corresponding folders in the other local directory. I suggest you keep the current setting and import folders from the old directory per http://kb.mozillazine.org/Importing_folders .
