Does anyone know if there is a SeaMonkey release later than this November 2016 release, or if there is any way to get a later 2.50 version installed and running in XP?

I don't think anything past 2.49 works on Windows XP anymore (correct me if I'm wrong), but there are newer builds of 2.49 with more security updates.

seamonkey-2.49.1.en-US.win32.installer.exe is probably the file you want.

Firefox 53.0 and later drops support of WinXP and Vista so any SeaMonkey version using Geck 53.0 or later will not work. SeaMonkey 2.49 as you can see by UA's above is using Gecko 52.0.
SM 2.49 is they manage to Release it will be based on the 52.0 ESR channel in order to have security updates for a while also.
