SendTo and LibreOffice does not send mail

Win 2003 server. Thunderbird 52.2.0 LibreOffice 5.3.3

After updating of TB does not work sending files from Libreoffice. And also does not work sendto from windows shell. what can i do with this issue?

this computer is terminal server. about 15 users. checked with administrator default mail client in Control panel -> Internet Options -> Programs -> E-mail -> Mozilla Thunderbird.
In registry HKEY_LOCAL_MACHINE\SOFTWARE\Clients\Mail=Mozilla Thunderbird

could one user change this option and change it for all users?

i.e install Universal C Runtime.
